The European Interparliamentary Space Conference (EISC) is a platform for exchanges on space-related issues. For this 2024 edition, parliamentarians will debate the question "Legislating on space - a commercial matter?

Monday, March 25, 2024:

The first panel will discuss the current international legal framework of space
activities as well as UNOOSA and the present efforts of the UNCOPUOS in
formulating the international regime of space resources. Moreover, the five UN
space treaties will be a topic of discussion. Lastly, the panel touches upon the
interaction between international and national space law and the key issues. -
The second panel will discuss legal aspects of the involvement of MS in the
European and, if possible, other regional space activities. It will focus on the
European Union, the Artemis Accords and the Chinese initiative and their
potential political impact on national space policies. -
11 EU members adopted national space legislation with the purpose of
implementing Article VI of the Outer Space Treaty, authorizing and national space
activities. Some countries are working on their draft space law, while others are
preparing amendments of their space legislation. The panel will discuss the
advantages of having space legislation in place, the different approaches as well
as the scopes and limits of the forum shopping. -
The Chairman of the Luxembourg delegation, Dr Gérard Schockmel, will draw the conclusions.
